The address change is free for the first three declarations on a certificate in SIV format. From the fourth change, a processing fee of 2.76 euros applies.
For the old plate formats, this fee of 2.76 euros is due from the first request, as the processing involves the creation of a new title.
At Norauto, service fees may be added to this administrative cost. The provider charges for assistance in compiling and submitting the file. This rate varies by center. Going directly through the ANTS remains the only completely free option (except for the fourth change), but it requires mastering the online process and having access to FranceConnect or the confidential code on the certificate.

When the vehicle is registered in the name of multiple people, each co-holder must provide proof of residence. If the co-holders do not reside at the same address after the move, the situation may require a broader modification of the certificate.
Address change without moving: municipal merger and street renaming
The obligation to update is not limited to moves. A municipal merger or street name change decided by the municipality renders the address on the certificate obsolete, even without changing residence.
In these cases, the process is the same: online declaration or through an authorized provider, within one month after the official notification of the change. Failure to comply with this deadline exposes one to a fine of up to 135 euros in the event of a roadside check.
